Richard Kelly

Mr. Kelly completed his Bachelors Degree in Geography in 1993, concentrating in Cartography and Photogrammetry and his Masters Degree in Applied Geography for Cartography and GIS. Mr. Kelly was the Director of Planning and Regional Information Services at CAPCOG in Austin, Texas in 1999 and went on to serve as the Program Coordinator for CAPCOGs GIS Planning Council and 9-1-1 GIS & Map Users Group. He was also was the past Chair of the Texas Association of Regional Councils Technology Committee, as well as the representative for this group on the Texas Geographic Information Council. Mr. Kelly joined PlantCML in June of 2004.
