Chuck joined the Alameda County Regional Emergency Communications Center in September of 2002. The center dispatches for the Alameda County Fire Department (which includes the communities of San Leandro, Sunol, San Lorenzo, Union City, Newark, Dublin and Castro Valley, City of Alameda Fire Department, City of Fremont Fire Department, and Camp Parks Reserve Force Training Area. The Dispatch Center also handles all Emergency Medical Dispatching for the Albany, Hayward and Livermore-Pleasanton Fire Departments. The center dispatched over 74,000 calls in 2009, and answered over 250,000 telephone calls.
Chuck oversees a staff of 22 dispatchers and 4 supervisors working 12-hour shifts. He also supervises an administrative staff that includes a CAD Systems Administrator, a GIS Analyst, a EMD Quality Assurance Manager, and an Administrative Assistant.
In the past 8 years, Chuck has overseen a complete remodel of the communications center (going from 4 to 9 dispatch workstations), installation of a digital logging recorder, expansion of the existing 9-1-1 system from 4 to 9 positions, incorporation of the Camp Parks, Fremont, Newark and Union City dispatch functions, and installed a new CAD system by Intergraph Corporation.

Prior to coming to the LLFD, Chuck spent 2 ½ years working as an Emergency Communications Manager with SBC/Pacific Bell. During that time, he was the liaison between 33 Public Safety Answering Points (PSAPs) in 7 counties in Northern California and SBC/Pacific Bell 9-1-1. His primary job was to manage the installation of new 9-1-1 telephone systems in his PSAPs. His training and experience working the private sector in the telecommunications field has yielded a wealth of knowledge related to the inner workings of 9-1-1 in California.
For the majority of his career, Chuck worked for Sacramento Regional Fire/EMS Communications Center (SRFECC). He spent 13 years working as a dispatcher, and moved up through Training Officer and Shift Supervisor before spending the last 10 years of his time as Deputy Director of Communications. During his time at SRFECC, he saw Sacramento County go from 23 individual dispatch centers down to 1 center, all as a result of consolidations. He oversaw the complete remodel of the communications center during this time, as well as a complete change out of technology to become one of the leading state of the art fire communications centers in the state. When he left, SRFECC was the third busiest fire communications center in California.
Chuck started his career in the fire station - first with the California Department of Forestry, and moving on to the Citrus Heights Fire Department as a resident firefighter.
Chuck has an Associate of Arts degree in Fire Science from American River College in Sacramento, and a Bachelor of Science degree in Fire Service Management from California State University, Sacramento.
