David Zimmerman, PhD, is a Professor (Emeritus) of Industrial and Health Systems Engineering and the former Director of the Center for Health Systems Research and Analysis (CHSRA), at the University of Wisconsin-Madison. He has more than 30 years of research experience in the measurement and evaluation of the quality of long term care. He developed the original model for monitoring used in quality-focused Corporate Integrity Agreements with the DHHS Office of the Inspector General. As President of the Long Term Care Institute (LTCI), he has directed more than 20 federal quality-based monitoring engagements involving more than 2300 visits to nursing homes. Dr. Zimmerman has served on the Nursing Home Measures Steering Committee of the National Quality Forum. He has been a member of the Board of Directors of the American Medical Directors Association Foundation. He has several times testified before Congressional committees on nursing home quality issues.
